It actually works with an app on Your phone and a pressure sensitive bowl that will "detect" when someone does the deed. How it actually works is a mystery and Philadelphia is not saying. However there reportedly is one in existence and bidding on it ends December 15th. That is Saturday and at last count the bids were up pretty high.
